Emergency Rental Assistance Program (ERAP)

Many residents and landlords have inquired about the County’s Emergency Rental Assistance Program (ERAP).

The County of Fresno received money from the US Treasury Department and the State Block Grant  for this program. The funds will be used for direct financial assistance to eligible renter households in the County’s jurisdiction that have been impacted due to the COVID-19 pandemic.

This program is for Fresno County residents. If you live in the City of Fresno, please visit era.fresno.gov for more information and to submit your application.

Quick Facts

Rental assistance will be provided for Fresno County Residents whose income levels are at the 80% Area Median Income (AMI) or lower who have faced financial hardship due to COVID-19.

Your household’s income, including all members 18+, will be calculated during the application process and will include: 

  • Current wages
  • Social Security Income
  • Unemployment Income
  • Alimony and/or Child Support
  • Armed Forces benefits including pay or disability 

100% of balance due will be paid in full.

Payments will be made directly to the landlords and tenants who agree to the program.

At this time, assistance is only available for rental properties, back mortgage payments are not eligible for assistance.

Who is Eligible?

  • Any resident of the County of Fresno, except for City of Fresno. Please see City of Fresno application for City Residents at era.fresno.gov.
  • Tenants residing in Fresno County Islands within City of Fresno limits are eligible.
  • Tenants will not asked about their citizenship nor will they be required to show proof of citizenship.
  • Inability to pay rent must be related to COVID-19 hardship.

What Documentation is Required?

Tenants will need to provide at least one item from each category below:

  • Documentation of income reduction related to COVID-19
    • EDD paperwork
    • Paystubs demonstrating reduced hours
    • Letter from your employer
  • Documentation of Rent Owed
    • 30 day notice from landlord
    • Tenant ledger showing balance due
    • Rental agreement showing monthly rent amount
    • Proof of previous payments 
    • Eviction notice (if applicable)
    • Statement from landlord 
  • Documentation of Occupancy
    • Rental agreement
    • Mail received at address


Landlords will need to provide the following:

  • Government ID or Business License
  • IRS W9
  • CA 590
  • Proof of Ownership or Management of Property


Landlords may also submit the following documents to expedite the application process:

  • Past Due Rent Statement
  • Rental/Lease Agreement
  • 3 Day Notice to Pay

How Much Assistance Can Be Received?

  • Renters are eligible for up to 18 months of assistance beginning in March 2021.
  • Eligible arrears will be paid in full for all eligible tenants.

I already moved out, but owed back rent, can I get help?

  • Yes, if you already vacated the property but owe back rent, you can apply for assistance. All payments must be made directly to the landlord and you must be eligible to participate in the program to receive assistance.
